Emergency Alert System

The Wayne County Emergency Management Agency has instituted the Hyper-Reach Emergency Notification System - a high-speed phone, text, and email communication service for emergency notifications. This system allows EMA to contact all or targeted areas of the county in case of an emergency situation that requires immediate action (such as a boil water advisory, missing child, or evacuation notices).

The system is capable of delivering 50,000 phone calls per hour and 50,000 text messages per hour. It can deliver a recorded or written message to any registered device or answering service, making multiple attempts to connect if necessary.

Examples of times when the Hyper-Reach system could be utilized:

  • Drinking water advisories
  • Utility outages
  • Missing persons
  • Fires or Floods
  • Bomb threats
  • Hostage situations
  • Chemical spills or Gas leaks
  • Weather alerts
  • and other emergency incidents where rapid and accurate notification is essential for life safety

The Emergency Notification Database

This system is only as good as the telephone database supporting it. If your phone number is not in the database, you will not be notified in an emergency. To ensure no one is omitted, all individuals and businesses are encouraged to sign up today. Required information includes first and last name, street address (physical address, no P.O. boxes), and primary phone number (additional phone numbers and/or email addresses are optional).

No one should automatically assume his or her phone number is included. All businesses should register, as well as all individuals who have unlisted phone numbers, who have changed their phone numbers or addresses within the last year, and who use a cellular phone as their primary home phone.

Hyper-Reach is a geographical based notification system, which means street addresses are needed to select which individuals receive emergency notifications in any given situation. The system works fine for cell phones too, but a street address is required. People who have recently moved but kept the same listed or unlisted phone number also need to change their address in the database.

The information collected will only be used for Wayne County EMA emergency notification purposes.

What precautions are being taken to protect personal information?

Wayne CountyHyper-Reach takes security and privacy concerns very seriously and does not sell, trade, lease or loan any data about residents to any third party.  Hyper-Reach only utilizes secure transmissions with subscribers.

Will there be a way to positively identify incoming calls which are made by the town using the system?

The caller-ID number for land line calls generated by the Hyper-Reach service will display the same phone number every time with “Wayne County EMA” as the identifier.  Caller-ID numbers for cell phones will also be the same each time (the number is dictated by your cell provider) with “Wayne County, GA” as the identifier.  In addition, every message begins with an announcement from the appropriateoffice.  For example:  “Good evening from the Wayne County Sheriff's Office.”  The message content will follow this standard introduction.

How does the Hyper-Reach system respond to busy signals or no-answer situations?

For busy signals, the call will be repeated several times in an attempt to reach you.  The same is true for No-answer and Call-waiting.  If the phone is answered by a message recorder, the message will be left on the answering device.  If, after several attempts the call does not successfully go through, the system will stop attempting to call.

Is there a way to repeat the message?

Each message will repeat once automatically.  If you want to listen to the message again, simply call the caller-ID number and the message will automatically be repeated in its entirety.

Can I receive the message in another language?

Each message will be delivered in two languages, English then Spanish.  For incoming calls, you will have the option to choose “1” for English and “2” for Spanish.  If the message is left on an answering device, both languages will be played, one after the other.  Emails will also contain both languages.  We are hoping to add more languages in time.
